Taiwan Criminal Investigation Bureau assigned a ¡§bouncer¡¨ ¡XShih Tai-Ping, the supervisor of coroners' office, to cover the murder case of Yang Yi-Li. Shih Tai-Ping protected Ku Hai-Shan openly and cheated Taiwan Control Yuan. Shih, radically, didn't mentioned the official letter file no. 40809 regarding Dr. Yang Jih-Song's first judgement, and for the second judgement of Dr. Yang Jih-Song, Shih even given an incorrect explanation. | |||||||
I advised Taiwan Control Yuan via a petition that Ku Hai-Shan perjured to the Canadian police during the Montreal meeting in mid. of September 1997. I pointed out that Ku, in front of the Canadian police, denied Dr. Yang had judged Yang was asphyxiated and might be murdered to die in the official letter no. 40809, oppositely, he told the Canadian police that I lied to them. | |||||||
A. | The real status of Dr. Yang Jih-Song's two judgements of Yang's case. | ||||||
a. | The official letter file no. 40809 from Mr. Yang Tzu-Ching, the head of Taiwan Criminal Investigation Bureau, dated June 17th, 1997 indicated Dr. Yang Jih-Song, the supervisor of coroners' office of Taiwan Criminal Investigation Bureau, the first time, judged Yang was asphyxiated and might be murdered to die. I translated this letter into English language and numbered Document I. In fact, letter no. 40809 was written based on the Document I-1, the reply of Dr. Yang to International Affairs Division of Taiwan Criminal Investigation Bureau on May 16th, 1997. We would like to brief some content as follow: | ||||||

II. | According to Canadian coroner's official inquest and forensic reports provided by your esteemed department (FYI: Taiwan Ministry of Foreign Affairs), we (FYI: Taiwan Criminal Investigation Bureau) would like to provide our opinions as follows: | ||||||
1. | When the victim was in the bath water, his head and shoulder were pressed into the water, thus he inhaled much water which caused him asphyxiated and die. | ||||||
2. | or his feet were pulled out of the water which made his body and head slipped into the water. | ||||||
3. | Then the hair dryer was thrown into the water to disguise or speed up the asphyxiation. | ||||||
¡K Thus, this case should be taken a further investigation by the Canadian police. | |||||||

Note: This official letter mentioned twice that Yang was asphyxiated to die and also were meant twice for the possibility that Yang might be murdered (FYI: ¡Khis head and shoulder were pressed into the water¡K, or his feet were pulled out of the water¡K). |

b. | In the letter to Legislator Mr. Lin Jer-Fu dated August 5th, 1998, Dr. Yang Jih-Song, the consultant of coroner's office of Taiwan Criminal Investigation Bureau, the second time, judged Yang was asphyxiated to die and might be murdered. We translated this letter into English language and numbered Document XIII. We would like to brief the content as follows: | ||||||

Note: | It was indicated in this letter that ¡§Yang's head and neck were twisted to his right side, and his feet were lifted up,¡¨ which theoretically supported point 1 & 2 of the official letter no. 40809. | ||||||
B. | Shih Tai-Ping's reply to Taiwan Control Yuan's official letter (P.268-1) indicated that according to the private letter from the ex-coroner Yang Jih-Song to Legislator Mr. Lin Jer-Fu, only the possibly questionable points of Yang's case was pointed out, Dr. Yang didn't judge Yang was asphyxiated and murdered to die. | ||||||
This proves that Shih Tai-Ping didn't reveal the official letter no. 40809 (our Document I), but only provided Dr. Yang's letter to Legislator Mr. Lin Jer-Fu (our Document XIII). Shih even said the letter from Dr. Yang to Mr. Lin Jer-Fu was only a private letter. It is definite that the letter from Dr. Yang to Mr. Lin Jer-Fu (Document XIII) was to explain his judgement indicated in the official letter no. 40809 (Document I). He was the supervisor of the coroners' office when the official letter no. 40809 was issued (Document I), and the consultant of the coroners' office when he issued the letter to Mr. Lin Jer-Fu (Document XIII), thus Document XIII should not be a private letter. Dr. Yang only made key explanation in his letter to Mr. Lin Jer-Fu, he need not to indicate in the letter again that Yang was asphyxiated and might be murdered to die. It should be known by Shih Tai-Ping, but when he replied to Taiwan Control Yuan he, intentionally, only provided Document XIII and made incorrect explanation to Document XIII. | |||||||
The evidence can prove that Shih Tai-Ping protected Ku Hai-Shan, forged document to cover the truth and cheated Taiwan Control Yuan, thus I asked Taiwan Control Yuan to punish Shih. Shih also indicated his personal comments on Yang's case in the letter to Taiwan Control Yuan, this has made the Taiwan Control Yuan confused with my petition. My petition to Taiwan Control Yuan focused on Ku Hai-Shan's perjury to the Conadian police and his denying of the official letter no. 40809 about Dr. Yang's judgement. | |||||||
