Document XIII: translated from another official letter dated August 5th, 1998 from Dr. Jih-Song Yang to Legislator Mr. Jer-Fu Lin.

  A brief explanation for your better understanding:  
  Legislator Mr. Jer-Fu Lin(林哲夫) visited Dr. Jih-Song Yang(楊日松) on 23rd July, 1998.  He brought relative document of Yi-Li Yang's case for Dr. J-S Yang's reference and requested Dr. J-S Yang to express his expert commons on Yi-Li Yang's case.   On 5th August,1998, Dr. J-S Yang addressed a letter to Mr. Jer-Fu Lin.   Yang's family got a copy from Mr. Lin and translated it into English as follows:

  Dear Mr. Lin,  
     
  Your letter dated 23rd July, 1998 has been received.  
           
  Regarding Yang's case, the inquest report from the coroners of Quebec coroner office.  Canada didn't indicate any external strange conditions (scar) on Yang's hand, feet, chest and abdomen.  The photo taken in Yang's bathtub shows his head and neck were twisted to left side (note2) and his feet were lifted up, thus I have ever pointed out possibility 1 and 2 (note3).  I still request you to negotiate and discuss with the Canadian police for a further investigation.

  Note 1: Now Dr. J-S Yang is working as a consultant at coroners’ office of Taiwan Criminal Investigation Bureau.  
  Note 2: Yang's head and neck were twisted to his “right side” Dr. J-S Yang said it was left side because he was in the opposite direction.  
  Note 3: The possibility 1 and 2 were indicated in the official File No. 40809 dated June 17th, 1997 from Taiwan Criminal Investigation Bureau. We also included this information in our Document I.
