	Mr. Ku Hai-Shan, the director of Taiwan Criminal Investigation Bureau for covered suspects Danny Tin-Sha Yu and Rebecca Liao.
	1.	In Montreal meeting dated September 11th and 15th, 1997, Mr. Ku perjured to Mr.Agnessi and didn't transfer him the official letter of the coroner Dr. Yang Jih-Song as well as Rebecca Liao's replies to Taiwanese police.
		A.	Mr. Ku even forged by telling CUM police that I lied and the Taiwanese coroner had no comments about Yang's case, the evidence is as per my detective's report P.213-item F, G, H, & I, P.259 & P.260. In fact, the official letter of the coroner Dr. Yang Jih-Song's Document I can prove Mr.Ku was a perjurer.
		B.	On September 11th, 1997, during the Montreal meeting, Mr. Ku didn't hand over the interview report regarding Rebecca Liao's replies to Taiwanese police for Canadian police's pre-study.
			During the meeting on September 11th, for the sake of saving the meeting time, Mr. Serge Termel, the assistant to Chief of Coroners, Quebec, requested a break and gave Taiwanese team (Mr. Ku and Mrs. Yang) the Canadian investigation report for study. The report was originally requested by our lawyer Mr. Gravenor to give us for study after the meeting, but Mr. Serge Termel requested the Taiwanese team to study in advance and to fix another time for meeting. Mr. Ku didn't hand over the interview report regarding Rebecca Liao's replies to Taiwanese police for their pre-study. If he had given them the report, they had to accept it.
			But later, nobody knew where Mr. Ku was, the negotiation with the Canadian team was handled by our lawyer Mr. Gravenor. We got Mr. Ku's telephone number from our Ministry of Foreign Affairs. We called Mr. Ku and left messages but he didn't return the call. The Canadian investigation report was in French version. Please refer to P.230 the receipt for translation fee I paid for the Lawyer Mr. Gagnon, which indicated he met me for translating orally the said documents for total 12 hours. This can prove that Mr. Ku didn't pre-study the Canadian police's investigation report before the Montreal meeting dated September 15th, 1997.
		C.	On September 15th, 1997, during the Montreal meeting, Mr. Agnessi rejected Mr. Ku's interview report of Rebecca Liao. Please refer to P.231 & P.231-1 which can prove that Mr. Ku gave the interview report to the lawyer Mr. Gagnon. Mr. Agnessi, Mr. Ku and Taipei Economic and Cultural Office, Ottawa didn't care about the final status of the interview report and didn't pay the translation fee, either. Both Mr. Ku and Mr. Agnessi didn't take their responsibility.
			During the meeting on September 15th, 1997 when we were arguing with Mr. Agnessi regarding Rebecca Liao's completely different replied to the Canadian and Taiwanese police, Mr. Ku gave Mr. Agnessi the interview report. Since the interview report was in Chinese version, and Mr. Serge Termel didn't attend the meeting, Mr. Agnessi didn't accept it, thus Mr. Ku gave it to the lawyer Mr. Gagnon during the meeting.
			On November 7th, 1997 when we were tracing the status, we found that the copy was still in Mr. Gagnon's hands and hadn't been translated because nobody would pay the translation fee. Please refer to P.231 & P.231-1 which can prove this. At the end of November 1997, the copy was translated into English version with translation fee paid by us. We named this English copy Document III. The Document III has been passed on to Mr. Agnessi through our lawyer Mr. Gravenor.
	2.	After the Montreal meeting, Mr. Ku defended the suspect Rebecca Liao and Danny Yu. He forged the report and told the media that all the questionable points of Yang's case had been clarified. In fact, from the Montreal meeting to now, Mr. Agnessi and he didn't clarify any questionable points of Yang's case.
	3.	Mr. Ku forged in his report on March 19th, 1998 to attack and hurt us and to cover the suspect Rebecca Liao openly. He provided the report to Taichung District Prosecutor Attorney and Taichung District Court so as to influence the criminal judgement of suspect Rebecca Liao. Please kindly find the brief description as follows:
		A.	Mr. ku indicated that the voice messages in the answering machine of Yang's KX-F750C telephone/fax/answering machine couldn't be cleared by remote control. Please refer to P.261 Mr. Ku's report on Montreal meeting. Actually, this function is indicated on P.58 of operation manual of Panasonic KX-F750C fax machine. Please refer to P.258. You can call any office of MELCA in Canada to verify this.
		B.	Mr. Ku indicated that I felt painful for losing my son, I had mental problem, thus I considered my assumption as big questionable points. Actually, My statements in each document are supported by official reports of Canadian and Taiwanese relative departments, the documents which my lawyer got from the relative companies as well as the report of the detective whom my lawyer hired for me.
		C.	Mr. Ku Hai-Shan indicated Rebecca Liao had provided relative document to prove she was in school when Yang died.  But in fact, Mr. Ku and Mr. Shih Ching-Hong, public prosecutor of Taichung District Prosecutor Attorney only requested Rebecca Liao to provided an in-completed name roll record of The Royal Conservatory of Music.  The class hour of Rebecca Liao (P.281) was 13 hours a week.  Please refer to [Taiwan~Attachment 6, item 3].  They used the in-completed name roll record to cover Rebecca Liao's questionable whereabouts and so as to judge Yang could only die when Rebecca Liao was in class, and when Rebecca Liao was not in class, Yang didn't die.   She also told Mr. Agnessi that she was in church when Yang was missing, but we visited the church in Toronto in mid. of July 1999 to learn the date she mentioned to Mr. Agnessi was incorrect.   Please refer to [Canada~Attachment 13-1, item 3].
			Mr. Ku and Mr. Shih have got the name roll record of The Royal Conservatory of Music provided by Rebecca Liao as well as my detective's report provided by my Taiwanese lawyer.   Mr. Ku and Mr. Shih have known that at the end of October when Yang died, Rebecca Liao and her boyfriend (Chen Yu-Yen?) shared the apartment or lived together.   Especially, Rebecca Liao and her boyfriend had two addresses and three telephone numbers; 416-730-1563 at No. 1 Fulbert Crescent Basement Apartment Scarborouth, 416-321-9418 and 416-413-9820 at No. 310 Bloor Street West Apartment 62.   Mr. Ku and Mr. Shih covered Rebecca Liao, they didn't request her to provide telephone lists and rental contract for checking her whereabouts.
		D.	Rebecca Liao's completely different replies to Canadian and Taiwanese police have proved that she is a liar and suspect. Mr. Ku didn't investigate Rebecca Liao, but helped her to explain.
			a.	Mr. Ku stated that Yang's case has happened over one year ago, for detailed questions, general people are unable to recall.
				In fact, what we pointed out are all big questions such as the name of Rebecca Liao's boyfriend who is one of the suspects, Rebecca Liao's residence when Yang died as well as her exact whereabouts, etc.
				When Mr. Forget interviewed Rebecca Liao, the case only happened for 6 days, and when Mr. Angessi interviewed her, the case only happened for 6 months, and when she was interviewed by the Taiwanese police, the case happened only 8 or 9 months.
			b.	Mr. Ku indicated that Mr. Agnessi were from Quebec French area, and Rebecca Liao only slightly knew English, thus they had a problem with meaning understanding and couldn't communicate very well.
				In fact, Mr. Agnessi's report dated June 5th, 1997, page 6 of 13 (P.277-52) indicated that Mr. Ju Jeffery, the Toronto police, accompanied him for the interview and was his translator. Mr. Agnessi's report dated June 5th, 1997, page 8 of 13 (P.277-54) also indicated that all of Rebecca Liao's replies during the interview were very logical and with evidence. Thus, their shouldn't be any problem with meaning understanding.
				Especially, I had told Rebecca Liao of Yang's death at noon 12:10 on November 1st, 1996, but at 14:54 when Mr. Forget was collecting evidence in Yang's apartment, Rebecca Liao still called Yang's telephone number for clearing up all the voice messages in Yang's answering machine by remote control.
				aa.	For this, she explained that she wanted to help Yang's father to understand the conditions in Montreal and what had happened in the victim's apartment. For covering her, Mr. Agnessi and Mr. Ku believed Rebecca Liao's above explanation, Rebecca Liao's English ability seemed to be good enough to them, though they had mentioned that she only slightly knew English before.
				bb.	Mr. Ku and Mr. Agnessi ignored the fact that Rebecca Liao's reply regarding the reason of her calling Yang on November 1st, 1996 at 14:54 was a lie and even didn't match her telephone list of 416-413-9820. Please refer to Document IV for item XIII. They also didn't hand in the evidence P.25, P.26 & P.27, which could prove Rebecca Liao cleared the voice messages in Yang's answering machine to Panasonic experts for judgement.
				cc.	Mr. Ku and Mr. Agnessi even forged the voice messages in the answering machine of Yang's KX-F750C fax machine couldn't be cleared by remote control. Please refer to P.261 Mr. Ku's report on Montreal meeting. Actually, this function is indicated on P.58 of operation manual of Panasonic KX-F750C fax machine. Please refer to P.258.
					Mr. Agnessi even boldly forged“the journal report in Yang's fax machine was gone away.” which was indicated on his report dated June 5th, 1997, page 9 of 13(P.277-55). According to the journal report (P.27), I accused Rebecca Liao has cleared all the voice messages in Yang's answering machine, Actually, the journal report (P.27) which we got from Yang's fax machine on January 24th, 1997 can prove Mr. Agnessi's report is a forgery. However, Mr. Agnessi meant to interfere in my accusation against Rebecca Liao.
				dd.	For covering the suspect Rebecca Liao and the delinquency of Mr. Froget for not listening to the voice messges in Yang's answering machine while Yang's fax machine was under Mr. Forget's control from November 1st to 28th, 1996, total 28 days, Mr. Ku and Mr. Agnessi were even shameless to slander us by indicating in Mr. Agnessi' report dated June 5th, 1997, page 9 of 13(P.277-55) that the voice messages were gone away since we brought Yang's fax machine to Taiwan and didn't start it for a long time. It also indicated in P.261 Mr. Ku's report on Montreal meeting. Please refer to Document V for item XIV.
	4.	For covering Danny Yu, Mr. Ku didn't indicate in his report that Teng Cho-Jan, Mr.Ku and we finally knew Danny Yu's work in Yang's murder case was to destroy the evidence and to perjure to Mr. Agnessi on the Montreal meeting. Please refer to [Canada ~ Attachmment 11-1].
